HIGH VIBES: ACCRA’S MOST EXCITING MUSIC FESTIVAL RETURNS: 10 – 19 NOVEMBER 2010

 

After a successful launch in 2009, High Vibes Music Festival, a partnership between Ghanaian producers and key partners in the cultural and entertainment industry returns with an innovative programme featuring some of the most accomplished artists on the cutting edge of African and global culture and some exciting newcomers. Uniquely, High Vibes is collaborating with Accra’s leading venues to showcase a range of musical genres that should draw maximum audiences and ignite a real celebration of the capital’s increasingly dynamic live music scene.

“High Vibes is a distinguished blend of Highlife, Hip Life, Afro Jazz, Francophone sounds, Afro Beat and more. It is part of a renaissance bringing back live music to craving audiences” says Panji Anoff, the festival’s Creative Director.

The festival opens on a ‘Hip and Movie Vibe’ on Wednesday 10 November at Rockstone’s Office with the screening of excerpts from two seminal music films; Singing 4 Freedom, exploring the history High Life and Coz Ov of Moni, the ‘first pidgen musical’ featuring MOBO nominees, M3nsa and Wanlov the Kubolor. The highlight of the evening is a unique HipLife lyrical clash hosted by Reggie Rockstone, the originator of the genre. Lined up are established rappers such as Sarkodie, Ghana’s leading rapper and emerging artists from the Hip Hop underground: Trigmatic, Kay Ara, Macho Rapper, and Yaa Pono whose clip on You tube has received over a million hits! These young artists are making incisive observations about Ghanaian society and the ‘lyrical clash’ is much anticipated.

‘I can’t wait for this!” says Reggie Rockstone. “Hip Life has come from nowhere to become the hippest thing, especially for young people. This could be a defining moment and I’m proud to host it in my office!” The evening’s special guest is Gyedu Blay Ambolley, who predates HipLife with his hugely popular Simigwa rap.

High Vibes closes with what should be a memorable evening featuring Tony Allen, the co-originator of Afro Beat and Degg J Force 3 from Guinea.

ORIGINS AND REGIONAL SIGNIFICANCE OF HIGH VIBES

High Vibes Festival was initiated in 2009 with the support of the French Embassy in Ghana to promote an international annual music festival in Accra. It is hoped that High Vibes will grow and achieve the status of other distinguished festivals in West Africa such as the Photo Biennale in Bamako, Mali and the Festival of Pan African Cinema (FESPACO) in Ouagadougou, Burkina Faso. The other partners are Coca Cola, Ministry of Chieftaincy and Culture, CultureFrance and Alliance Francaise. This year, the core sponsors are joined by the World Bank and African Women’s Development Fund, bringing additional focus to the critical need to develop and empower women artists.

 

 

HIGH VIBES FESTIVAL ORGANIZERS

The High Vibes Festival is produced by Pidgen Music and Creative Storm.

 

PIDGEN MUSIC is headed by MR. Panji Anoff, who is the Creative Director of High Vibes. Panji Anoff is Ghana’s award winning music producer and creative director. He has been central to the development of Ghanaian music since the 1990’s and managed successful artists, such as Reggie Rockstone, Talking Drums, King Ayisoba and Wanlov the Kubolor.

In the late 1990’s, Panji worked as tour manager for the African & Caribbean Music Circuit in the UK and promoted music concerts in Miami, USA featuring artists such as Buju Banton, Beenie Man and Sizzla. He also received recommendations for his work in film, as Script Writer for Desmonds, UK’s Channel Four Television Comedy series and as Associate Producer for Back Home Again, the Ghanaian independent film. Panji organized the highly successful Cultural Caravan in 2009 which toured eight cities with artists like Kwaw Kese, King Ayisoba, Yaw Konto and Reggie Rockstone. The Cultural Caravan, with its exciting fusion of music and drama, staged at specially selected community venues, was the precursor to the High Vibes initiated by the French Embassy in Ghana and supported by Coca Cola, French Embassy in Ghana, CultureFrance, UNESCO, Ministry of Tourism and Ministry of Chieftaincy and Culture.

 

 

CREATIVE STORM

Creative Storm are leading communicators for social and cultural development in Ghana with a strong reputation for high quality event management and streaming effective publicity campaigns. Creative Storm has organized major concerts at Accra’s Independence Square and a variety of venues across Accra as organizers of the annual Environmental Film Festival of Accra. It is headed by Dr. Kwesi Owusu, leading filmmaker and event producer with credits spanning decades. He produced the Standing Tall against Poverty Concert in 2005 which brought over 350,000 people to the Independence Square. The marathon concert featured leading Ghanaian artists, as well as Salif Keita (Mali), Seun Kuti (Nigeria), Mahotella Queens (South Africa), Daddy ShowKey (Nigeria) and Eric Wainaina (Kenya). Two Prominent Gender and Human Rights Defenders detained in The Gambia.

Two prominent Gender and Human Rights defenders, Dr. Isatou Touray and Amie Bojang Sissoho were arrested and detained on Monday October 11th, 2010 by Gambian security forces, kept in police custody at the Banjul Police station, and sent to jail on Tuesday 12th October 2010.

Dr. Isatou Touray and Amie Bojang Sissoho were called on Monday 11th October by an NIA officer to report to the Public Relations Officer of the National Drug Enforcement Agency (NDEA). Upon reporting to the NDEA office,they were directed to the Police Headquarters and eventually detainedwithout charges. Within hours, they proceeded to the Banjul Magistrate Court, where a ruling was made for them to be detained until Tuesday the 12th October, 2010. On Tuesday the 12th, the two women went back to the magistrate court for hearing on a bail application by the Defence Counsel.They were denied bail by the presiding magistrate and sent to the female wing of the Central Prison in Mile2 for 8 (eight) days while investigation will be ongoing.

Dr. Isatou Touray, Executive Director and Amie Bojang Sissoho, Programme Coordinator, of the Gambia Committee for Traditional Practices (GAMCOTRAP) have over the years been very active and effective in the promotion of gender, women and children’s rights particularly as they relate to Female Genital Mutilation (FGM) and other discriminatory practices.

GAMCOTRAP is one of the lead organisations working in the area of women and girls empowerment, FGM and other harmful practices that affect the lives and circumstances of women and girls in The Gambia. GAMCOTRAP’s years of struggle and countless efforts have contributed significantly to the development of women and girls in The Gambia and elsewhere and has led to over 100 (one hundred) circumcisers dropping their knives publicly and abandoning the practice.

The two ladies were detained since Monday 11th October, 2010 and allegedly charged with theft of 30 thousand Euros. They spent Monday night in police custody, and their application for bail that was due to be decided on Tuesday the 12th has been refused and the two women’s rights defenders have been remanded for 8 (eight) days.

In his ruling, the presiding magistrate, Mr Emmanuel Nkea noted that he was in a tight corner and found it difficult to decide because both prosecution and defence have failed to elaborate on the issue of whether the defendants will use their influence to interfere with the investigation of the policewhich the police say is incomplete. In the end he refused them bail and remanded them in custody at the Female Wing of Mile Two Prisons for 8(eight)days after which they will proceed to court for hearing. The Prosecutor had asked for fourteen days to enable them complete their investigation.However sources close to the office of the President have disclosed that the detention of the two ladies is an executive order.

It could be recalled that in May 2010 the office of the President set up a panel consisting of 7 (seven) NIA and Police Officers to investigate GAMCOTRAP on the management of a Spanish donor fund from YOLOCAMBASOLIDARIDAD. After a careful review of the issues through statements obtained and relevant materials, the panel concluded that the allegation was unfounded. However, upon submission of its findings, the Panel was dissolved and some of the members dismissed from the service of The Gambian Government. A second Panel was set up and while GAMCOTRAP was awaiting the outcome of the second investigation, the two women were remanded.

This is not the first time that GAMCOTRAP has been targeted by President Yaya Jammeh ‘s government . In 1999 the security of members of GAMCOTRAP was threatened when the president publicly said that he could not guarantee the safety of activists who are campaigning against FGM. This was followed by a policy directive from the then Director of Broadcasting of the Gambia Radio and Television Services (GRTS) forbidding the staff from broadcasting on Gambia Radio and Television (state owned) messages that oppose FGM, ormention the medical hazards. Instead, only messages in support of the practice should be aired on the state owned media.

GAMCOTRAP reacted by sending an open letter to the President, the first to be done by a civil society organisation in The Gambia.

It could be recalled that President Jammeh has systematically launched direct attacks on vocal human rights campaigners and activists. Last year he threatened human rights defenders with arrests. In September this year,human rights defender and Director of “Africa in Democracy and Good Governance”, Edwin Nebolisa, was given six-month-imprisonment with hard labour and an additional ten thousand Gambian Dalasi (approximately US $330) fine by the Banjul Magistrate Court having declared him “guilty ofgiving false information” to President Yahya Jammeh’s office. Nebolisa wasarrested in March 2010 following a letter he allegedly wrote to President’s office announcing the nomination of President Jammeh’s daughter as a goodwill ambassador of Africa in Democracy and Good Governance. The magistrate also ordered for the indefinite suspension of Mr. Nebolisa’s right-based organisation.

Recently, the government started the process of amending the NGO affairs Act in order to effect greater control and restrictions on the NGOs.

The Coalition for Human Rights in The Gambia is calling on President Yaya Jammeh and his government to respect the constitutional rights of Dr.Isatou Touray and Amie Bojang Sissoho and to allow justice to prevail.

Deux défenseurs du genre et des droits humains arrêtés en Gambie.

Deux sexes et défenseurs des droits humains de premier plan, Dr Isatou Touray et Amie Bojang Sissoho ont été arrêtés et placés en détention le lundi 11 Octobre 2010 par les forces de sécurité gambiennes, maintenu en garde à vue au poste de police de Banjul, et envoyés en prison le mardi 12 Octobre 2010 .

Dr. Isatou Touray et Amie Bojang Sissoho ont été appelés le lundi 11 Octobre par un officier NIA faire rapport à la responsable des relations publiques de l’Agence nationale de lutte antidrogue (NDEA). Suivant le rapport au bureau NDEA, ils ont été dirigés vers la Préfecture de Police et éventuellement detainedwithout charges. En quelques heures, ils ont procédé à la cour de magistrat de Banjul, où une décision a été prise pour eux d’être détenus jusqu’à ce mardi 12 Octobre 2010. Le mardi 12, les deux femmes est retourné à la cour de magistrat pour l’audition sur une demande de libération sous caution l’Counsel.They Défense ont été sous caution refusée par le magistrat présidant et envoyé à l’aile féminine de la prison centrale de Mile2 pour huit (8) jours, tandis que l’enquête se poursuivra.

Dr. Isatou Touray, directrice exécutive et Amie Bojang Sissoho, Coordinateur de programme, du Comité gambien des pratiques traditionnelles (GAMCOTRAP) ont au fil des ans été très actif et efficace dans la promotion de l’égalité entre les sexes, les femmes et les droits de l’enfant, particulièrement en ce qui concerne la Femme génitales féminines (MGF) et autres pratiques discriminatoires.

GAMCOTRAP est l’une des principales organisations travaillant dans le domaine des femmes et des filles autonomisation, les mutilations génitales féminines et autres pratiques néfastes qui affectent les vies et les circonstances des femmes et des filles en Gambie. Les années de GAMCOTRAP de lutte et d’innombrables efforts ont contribué de manière significative au développement des femmes et des filles en Gambie et ailleurs, et a conduit à plus de 100 (cent) exciseuses abandonnent leurs couteaux publiquement et abandon de la pratique.

Les deux dames ont été arrêtés depuis le lundi 11 Octobre 2010 et qui auraient été accusés de vol de 30 mille euros. Ils ont passé la nuit de lundi en garde à vue, et leur demande de libération sous caution qui devait être décidé le mardi 12 a été refusée et les défenseurs des droits des deux femmes ont été placés pour huit (8) jours.

Dans sa décision, le magistrat qui préside, M. Emmanuel Nkea a noté qu’il était dans un virage serré et a trouvé difficile de décider à la fois parce accusation et la défense ont échoué à élaborer sur la question de savoir si les défendeurs vont utiliser leur influence pour nuire à l’enquête de l’policewhich la police disent est incomplète. En fin de compte il a refusé de les renflouer et de leur mise en détention provisoire à l’escadre Femme de Mile Two prisons pour huit (8) jours, après quoi ils vont procéder à la cour pour l’audience. Le Procureur avait demandé pendant quatorze jours pour leur permettre de compléter leurs sources de investigation.However proches du bureau du président ont révélé que la détention des deux dames est un ordre exécutif.

Il pourrait être rappelé qu’en mai 2010, le bureau du président a mis en place un comité composé de sept (7) de la NIA et de la police pour enquêter sur GAMCOTRAP sur la gestion d’un fonds espagnol de YOLOCAMBASOLIDARIDAD des bailleurs de fonds. Après un examen attentif des questions par le biais de déclarations obtenues et les documents pertinents, le comité a conclu que l’allégation était infondée. Cependant, lors de la présentation de ses conclusions, le Groupe spécial a été dissous et certains des membres démis de ses fonctions du gouvernement gambien. Un deuxième Groupe spécial a été mis en place et tout GAMCOTRAP attendait les résultats de la deuxième enquête, les deux femmes ont été renvoyés.

Cela ne veut pas la première fois que GAMCOTRAP a été ciblé par le gouvernement du président Yaya Jammeh. En 1999, la sécurité des membres de GAMCOTRAP a été menacé lorsque le président a déclaré publiquement qu’il ne pouvait pas garantir la sécurité des militants qui font campagne contre les MGF. Cela a été suivi par une directive de la politique de l’alors directeur de la radiodiffusion des services de radio et de télévision de la Gambie (GRTS) interdisant le personnel de la radiodiffusion sur la Gambie Radio et de la Télévision (propriété de l’État) les messages qui opposent les MGF, ormention les risques médicaux. Au lieu de cela, seuls les messages à l’appui de la pratique doivent être diffusés sur les médias d’Etat.

GAMCOTRAP a réagi en envoyant une lettre ouverte au Président, le premier à être effectué par une organisation de la société civile en Gambie.

Il pourrait être rappelé que le président Jammeh a systématiquement lancé des attaques directes sur vocales défenseurs des droits humains et des militants. L’année dernière, il a menacé les défenseurs des droits de l’homme avec des arrestations. En Septembre de cette année, défenseur des droits humains et directeur de “l’Afrique dans la démocratie et la bonne gouvernance”, Edwin Nebolisa, a donné six mois d’emprisonnement avec travaux forcés et un montant supplémentaire de dix mille Dalasi gambien (environ 330 $ US) d’amende par le magistrat Banjul Cour ayant déclaré lui «coupable ofgiving fausses informations” au bureau du président Yahya Jammeh. Nebolisa wasarrested in Mars 2010, suite à une lettre qu’il aurait écrit au bureau du Président annonçant la nomination de la fille du Président Jammeh comme ambassadrice de bonne volonté de l’Afrique dans la démocratie et la bonne gouvernance. Le magistrat a également ordonné la suspension indéfinie de l’organisation basée sur le droit de M. Nebolisa.

Récemment, le gouvernement a lancé le processus d’amendement de la loi sur les ONG affaires afin d’effectuer un plus grand contrôle et les restrictions sur les ONG.

La Coalition pour les droits humains en Gambie appelle le président Yaya Jammeh et son gouvernement à respecter les droits constitutionnels de Dr.Isatou Touray et Amie Bojang Sissoho et de permettre à la justice de prévaloir.

THE AFRICAN WOMEN’S DEVELOPMENT FUND (AWDF) LAUNCHES A SOUTHERN AFRICAN SATELLITE OFFICE

On the 7^th of October 2010, Madam Graca Machel will launch the Southern African satellite office of the African Women’s Development Fund (AWDF) at The Rosebank Crown Plaza Hotel, Johannesburg, South Africa. AWDF’s Guest of Honour for the occasion will be Her Excellency Joyce Banda, Vice President of Malawi.

AWDF has grown phenomenally in its 10-year history of grant-making, technical assistance and capacity building to African women’s rights organizations. In order to further strengthen its support to women’s rights organizations, AWDF will be establishing satellite offices with the first satellite office based in Johannesburg, South Africa. The Southern African satellite office seeks to support and strengthen the work of grantee partners in the sub-region and contribute to strengthening the women’s movement as a whole. AWDF’s Head Office will remain in Accra, Ghana. Ahead of the official launch of the Southern African office, AWDF will hold a convening with its grantees and development partners in Southern Africa to strategise on achievements, challenges, and future work required to develop women’s rights organizations and the women’s movement in the Southern African sub-region. This convening will inform the strategic work to be undertaken by AWDF ‘s satellite office.

The African Women’s Economic Summit, held in Nairobi on the 19^th and the 20^th of March 2010, at the initiative of New Faces New Voices (NFNV), in partnership with the African Development Bank (AfDB), resulted in the following conclusions and actions.

For Africa to succeed and compete in the global economy, and reach the growth rates required to achieve the millennium development goals, it needs to bring women centre stage in the financial sector.

As we re-think Africa’s financial system in response to a global call for financial sector reform and rising protectionism, we must draw on the potential of women as leaders in finance and business, and as a growing and profitable market for financial services. Moreover, building more inclusive financial systems that reach women will lead to more businesses and increased income levels for women and Africans, in general.

The time is now to finance women-owned businesses. The time is now to ensure women have access to affordable and appropriate financial services. The time is now to groom women as leaders in the financial sector. Africa will be successful if we achieve this.

The Summit agreed to two bold goals:

• Massively increase the access of women to a variety of financial services
• Fast track women’s leadership in the financial sector

To achieve this, the Summit participants agreed to collectively address the following:

• An enabling environment that will lead to inclusive financial systems that meet the financial needs of women

• Governance and leadership that will bring about change in the financial sector with respect to women and finance

• Establish and identify platforms to make sure Africa and African women’s voices are heard with respect to the discussions and decision on global financial sector reforms

• Economic integration through-out Africa to create bigger markets for Africa’s goods and services, to facilitate the flow of finance and capital, and creating economic opportunities for women

The following actions, in the short to medium-term are proposed:

• Launch a fund to finance innovations in finance for women

• Engage Ministers of Finance, Governors of Central Banks, and CEOs of major banks in Africa to become “drivers of change”

• Establish national and sub-regional networks of women in finance to drive this agenda forward

• Put women on the G20 agenda on access to finance

• Ensure availability of information and data to make financial markets work for women

• Encourage regional bodies to build inclusive financial systems for women as a priority

• Strengthen the voice of African professional organizations of women entrepreneurs, women in business and women in finance

The Summit participants made specific pledges that will be followed up by NFNV and agreed to meet again in two years time. These pledges are summarized in Annex 1.

The Summit participants thanked Mrs. Graҫa Machel and Dr. Donald Kaberuka for making the Summit possible. Special thanks went to the African Development Bank for its commitment and partnership in ensuring women take centre stage in the financial sector.

 

 

Annex 1

Summary of Actions and Pledges made at the

African Women’s Economic Summit: Investing Differently in Women

 

African Development Bank Pledges:

• Hold a Gender Equality and Women’s Empowerment Forum as a side event at the upcoming Bank’s General Annual Meetings in May 2010 in Abidjan, Côte d’Ivoire; with the goal of raising greater awareness and deepening commitments among policy makers;
• Continue to provide technical and financial support to the African Women’s Economic Summit;
• Ensure that the operationalization of the proposed Africa Guarantee Fund (AGF) , with a total commitment of USD 300 million, is accelerated; the main goal of the AGF is to increase African SMEs long-term finance and capacity-building with loan guarantee products;
• Strengthen the mainstreaming of gender equality in Bank’s programming;
• Submit the conclusions of this summit to the next meetings of the Committee of Ten (C10) and the heads of multilateral development banks;
• Increase the number of professional women joining the Bank and in top managerial positions.

 

Other Development Finance Institutions

• IFC to target 25% of its lending portfolio to reach women.
• NFNV to become a member in its own right of the Global Banking Alliance.
• Increase Gender mainstreaming in projects and programmes, e.g. measure trade results, report on women in business.
• Assist with research, that would be accessed via a portal, that will map and track all the various initiatives on women in finance in Africa. ILO and IFC will start this effort.
• Support an initiative to celebrate the leadership of women in financial sector.
• Use WEF as a platform to raise issues on women in finance. Initially at the WEF Africa meetings in Tanzania (5-7 May 2010), and from that to follow up at Davos in 2011.
• ILO will extend support to NFNV in a number of areas to be agreed, around training, an initiative to celebrate leadership of women in the financial sector, as well as research and mapping of efforts in this area.
• Support NFNV membership of the African Unity Caucus, with 40 member organisations.

 

Financial Institutions:

• ABSA will increase lending to women in Small Business by 10% in respect of volume and value from current baseline.
• Standard Bank will increase home-loan and secured lending to women by 10% from the current base, and by 25% in the unsecured lending space. They are also committed to mentoring women at different levels within the bank to ensure their career growth.
• Other financial institutions at the Summit made pledges on the following themes:
  • Launch new financial products targeted at women.
  • Increase provision of financial services to women.
  • Find innovative ways to address collateral.
  • Implement programmes to develop financial literacy/education for women.
  • Engage on social and cultural impediments for the advancement of women within financial institutions.

Regulators and Policy Makers :

 

• Create a task force with support of NFNV and AfDB to identify legal and policy impediments to access of women to finance.
• Identify initiatives for a public campaign on financial education for women.
• Review options to assist women to seek careers in the financial sector, and identify and support promising women.
• Identify mechanisms (e.g. Leadership Award) to celebrate leadership of women in the financial sector.

Expanding the work of New Faces New Voices

 

NFNV should focus on Advocacy, Knowledge Sharing and Networking in support of women’s access to finance. These efforts should address increased access to finance in terms of availability of products, appropriateness of these produces in meeting demand, and affordability, as well as financial literacy. NFNV efforts should raise the issues on capacity and process of financial institutions in meeting the needs of women as retail users of finance and business users.

To address this, some of the following areas of focus for advocacy, knowledge sharing and networking were identified:

• Women leadership in financial institutions and intermediaries
• Capacity building for financial institutions and development finance institutions in this area
• Monitoring change. Open Society Initiative of Southern Africa (OSISA) agreed to fund a monitoring framework, and fast track implementation of pledges made at the Africa Women’s Economic Summit, March 2010.
• Tripartite alliances between SMME’s, development institutions (DFIs and donors) & financial institutions
• Capacity building for DFI’s themselves (including better governance and monitoring functions)
• Leadership awards for banks making a difference

The participants agreed on a number of immediate actions to establish country task teams and expand the structure of NFNV.[/tp]

[tp lang=”en” not_in=”fr”]The African Women Leaders’ Network for Sexual and Reproductive Health was launched in Lweza, Uganda to coincide with the 15^th General Assembly of the AU Heads of States Summit in Kampala, Uganda in July 2010.

The Network seeks to strengthen women’s collective voice by providing leadership to reposition sexual and reproductive health and in particular, family planning on the continent. The network consists of women ministers, parliamentarians, civil society leaders, renowned artistes and musicians from all over Africa who firmly believe that sexual and reproductive health is a fundamental human right and should be located firmly within women’s ability to choose and control their sexual decision making in a safe way.

The Network was launched to register our dismay that women’s lives, including young women and adolescents, continue to be lost in Africa to preventable maternal deaths. The devastation these deaths causes to families, communities and to the prosperity of our nations is totally unacceptable. Whilst we recognize some strides have been made towards improving sexual and reproductive health including family planning, the Network is concerned at the slow progress resulting in the alarmingly high rates of maternal deaths on the continent.

Despite governments’ commitments to address the high level of unmet need for contraception; enhance access to information amongst young people; reduce maternal deaths, unwanted pregnancies and unsafe abortions’ implementation of these commitments and resource allocations remain dismal. Maternal deaths are preventable and despite the availability of affordable cheap technologies to prevent them, they continue unabated.

The Network is focused on scaling up advocacy efforts and raising the profile of family planning as a simple method of preventing maternal deaths and empowering women, as well as continued prioritization of overall sexual and reproductive health at national, regional and international levels.

We welcome the recent developments at international and regional levels. Specifically the Continental Framework on Sexual and Reproductive Health Maputo Plan of Action 2007- 2010, The Campaign on Accelerated Reduction of Maternal Mortality in 2009 and the ongoing AU summit whose theme is Maternal, Infant and Child Health Development in Africa. In order to accelerate action and transformation, we urge our governments to:

• Reprioritize family planning and reproductive health through increased resources with specific budget line item and integrate gender responsive budgeting.
• Ensure comprehensive reproductive health programmes and services for adolescent and young people.
• Ensure provision of services that meet women’s sexual and reproductive health and needs.
• Implement agreements, protocols and policies such as the Maputo Plan of Action, Maputo Protocol, that uphold women’s SRHR.

We look forward to working alongside these processes to mobilise greater political commitment and action in order to address this critical development deficit.[/tp]

Le Réseau vise à renforcer la voix collective des femmes en offrant un leadership pour repositionner la santé sexuelle et reproductive et en particulier, la planification familiale sur le continent. Le réseau se compose de femmes ministres, des parlementaires, des dirigeants de la société civile, des artistes de renom et des musiciens de toute l’Afrique qui croient fermement que la santé sexuelle et reproductive est un droit humain fondamental et doit être situé résolument dans la capacité des femmes de choisir et de contrôler leur prise de décision sexuelle d’une manière sûre.

Le réseau a été lancé pour enregistrer notre consternation face à la vie des femmes, notamment les jeunes femmes et les adolescentes, continuent d’être perdue en Afrique à cause des décès maternels évitables. La dévastation que ces décès provoque aux familles, aux communautés et à la prospérité de nos nations est totalement inacceptable. Alors que nous reconnaissons certains progrès ont été accomplis en vue de l’amélioration de la santé sexuelle et reproductive, y compris la planification familiale, le Réseau est préoccupé par la lenteur des progrès résultant des taux alarmants de décès maternels sur le continent.

Malgré les engagements des gouvernements pour faire face au niveau élevé des besoins non satisfaits en matière de contraception; améliorer l’accès à l’information parmi les jeunes; réduire la mortalité maternelle, les grossesses non désirées et la mise en œuvre de ces engagements et les allocations de ressources avortements dangereux de rester lamentable. Les décès maternels sont évitables et, malgré la disponibilité des technologies à bas prix abordables pour les prévenir, ils se poursuivent sans relâche.

Le réseau est axé sur l’intensification des efforts de plaidoyer et de rehausser le profil de la planification familiale comme une méthode simple de prévenir les décès maternels et de l’autonomisation des femmes, ainsi que la poursuite des priorités de la santé sexuelle et reproductive globale aux niveaux national, régional et international.

Nous nous félicitons des récents développements aux niveaux international et régional. Plus précisément, le Cadre continental sur la santé sexuelle et la santé reproductive Plan de Maputo d’action 2007- 2010, la campagne pour la réduction accélérée de la mortalité maternelle en 2009 et le sommet de l’UA en cours dont le thème est maternelle, infantile et le développement de la santé des enfants en Afrique. Afin d’accélérer l’action et de la transformation, nous exhortons nos gouvernements à:

Redéfinir les priorités de planification familiale et de santé génésique grâce à l’augmentation des ressources avec une ligne spécifique du budget et d’intégrer la budgétisation sensible au genre.
Assurer que les programmes et services de santé reproductive complets pour les personnes adolescentes et les jeunes.
Assurer la fourniture de services qui répondent aux besoins de santé et sexuelle et reproductive des femmes.
Mettre en œuvre des accords, protocoles et politiques tels que le Plan d’action de Maputo, Protocole de Maputo, qui soutiennent SDSR des femmes.
Nous sommes impatients de travailler aux côtés de ces processus pour mobiliser un plus grand engagement politique et l’action en vue de combler ce déficit de développement critique.[/tp]

UN Women Born: Civil Society Celebrates Creation of Gender Equality Entity After Four Years of Advocacy

The Gender Equality Architecture Reform (GEAR) Campaign celebrates the United Nations General Assembly resolution, agreed to on 30 June and to be formally adopted by the General Assembly on Friday, 2 July, to establish “UN Women”—the new gender equality entity at the UN. This move has been sought by women’s organizations and other civil society organizations around the world since the UN established a System-Wide Coherence Panel for UN Reform in 2006. Charlotte Bunch of the Center for Women’s Global Leadership (CWGL) at Rutgers University, a founding member of the GEAR Campaign, stated, “We have high expectations for this new agency to be a solid foundation for advancing the human rights of women as central to global policy efforts to reduce poverty and move toward greater realization of peace and democracy in the world. The coalition of women’s groups and other social justice, human rights and development organizations that played a pivotal role in this effort will now turn its efforts toward ensuring that the new body has the human and financial resources necessary to succeed.”

Particularly notable in the resolution are the paragraphs regarding the importance of civil society participation in the new entity. The body must have increased operational presence at the country level including engagement with women’s groups and other civil society organizations invested in gender equality and the empowerment of women.

The GEAR Campaign’s global, regional, and national networks will be contacting UN representatives at all levels to work with the transition process and the new Under Secretary-General, once appointed, to ensure they are connected with organizations on the ground ready to provide their expertise and support.

As the new entity is developed, GEAR supporters will continue to advocate for four major elements critical to its implementation:

• Meaningful, systematic and diverse civil society participation at all levels
• Strong, country-level operational capacity and universal coverage
• Ambitious funding with stable and predictable resources aimed at reaching $1 billion within a few

• Strong leadership at the top with an Under Secretary-General who combines a global vision with gender equality expertise on the ground

“We know that this is only the beginning,” stated Rachel Harris of the Women’s Environment and Development Organization (WEDO). “We must continue to ensure that we are building a United Nations that really works for all women on the ground. The GEAR Campaign is a network of over 300 women’s, human rights and social justice groups around the world that have been working for four years to gain UN Member State and UN Secretariat approval for creation of a larger more coherent coordinated UN agency that can advance further the UN’s mandate of working for gender equality as a crucial component of development, human rights, humanitarian concerns, peace and security.

The new Gender Equality Entity to be headed by an Under-Secretary General, will consolidate the four existing UN bodies on women, increase operational capacity at the country level and have gain increased funding for work on women’s empowerment and advancement. The UN currently has four separate entities dedicated to women’s issues which will be combined in the new entity: the UN Development Fund for Women (UNIFEM), the Division for the Advancement of Women (DAW), the International Research and Training Institute for the Advancement of Women (INSTRAW), and the Office of the Special Adviser to the UN Secretary-General on Gender Issues and Advancement of Women (OSAGI). Bringing these together and coordinating their work more with gender mainstreaming throughout the UN system should the UN and governments to deliver more effectively on their obligations and many commitments to advance gender equality, women’s empowerment and women’s human rights.

UN Women Born: la société civile célèbre Création de l’égalité des sexes Entité après quatre années de plaidoyer

La campagne Gender Equality Architecture Reform(GEAR) célèbre la résolution de l’Assemblée générale des Nations Unies, accepté le 30 Juin et formellement adopté par l’Assemblée générale le vendredi 2 Juillet, d’établir «ONU Femmes» -Le nouveau __gVirt_NP_NN_NNPS<__ entité pour l’égalité des sexes au l’ONU. Ce mouvement a été recherché par les organisations de femmes et autres organisations de la société civile à travers le monde depuis l’ONU a établi un Comité sur la Cohérence échelle du système pour la réforme des Nations Unies en 2006. Charlotte Bunch du Centre pour le leadership mondial (CWGL) des femmes à l’Université Rutgers, une fondation membre de la Campagne GEAR, a déclaré: «Nous avons de grandes attentes pour cette nouvelle agence pour être une base solide pour faire avancer les droits des femmes en tant que centre des efforts de politique mondiale pour réduire la pauvreté et de progresser vers une plus grande réalisation de la paix et de la démocratie dans le monde . Contexte

Recognising that the African Commission on Human and Peoples™ Rights has

a fundamental role to protect the most vulnerable groups in Africa against

human rights abuses;

Recognising also that a unique feature of the HIV pandemic is the

overwhelming nature of the accompanying stigma;

Nothing that in circumstances where the rule of law and human rights are

not respected as an integrated part of society, the most vulnerable groups

within that society are often denied the level of protection they require

and hence, are exposed to increased vulnerability;

Recognising that people living with HIV and those at risk are currently

one of the most vulnerable groups exposed to serious violations of human

rights in Africa.

Recalling the Resolution on the HIV/AIDS Pandemic “ Threat Against Human

Rights and Humanity (2001) calling upon African governments, State Parties

to the African Charter to allocate national resources that reflect a

determination to fight the spread of HIV/AIDS, to ensure human rights

protection of those living with HIV/AIDS against discrimination and to

take appropriate actions so that international pharmaceutical industries

make affordable and comprehensive health care available for African

governments;

Recalling commitments of the African Union Heads of State and Government

in the Tunis Declaration on AIDS and the Child in Africa (1994); Grand Bay

(Mauritius) Declaration and Plan of Action (1999); Lome Declaration on

HIV/AIDS in Africa (2000); Abuja Declaration on HIV/AIDS, Tuberculosis and

Other Infections Diseases (2001); Maputo Declaration on HIV/AIDS,

Tuberculosis, Malaria and Other Infections Diseases (2003); Gaborone

Declaration on a Roadmap Towards Universal Access to Prevention, Treatment

and Care (2005); Continental Framework for Harmonisation of Approaches

among Member States and Integration of Policies on Human Rights and People

Infected and Affected by HIV/AIDS in Africa (2005); Brazzaville Commitment

on Scaling Up Towards Universal Access to HIV and AIDS Prevention,

Treatment, Care and Support in Africa by 2010 (2006); Abuja Call for

Accelerated Action Towards Universal Access to HIV and AIDS, Tuberculosis

and Malaria Services in Africa (2006); and Africa’s Common Position to

the UN General Assembly Special Session on AIDS (2006);

Noting with deep concern that of 33.4 million people living with HIV in

the world, 22.4 million are living in Sub-Saharan Africa and of 2 million

AIDS related deaths, 1.4 million occurred in Sub-Saharan Africa in 2008;

Concerned that AIDS related deaths result in an increase number of orphans

and vulnerable children in Sub-Saharan Africa;

Concerned further that despite commitments undertaken by State Parties and

regional bodies, PLHIV and those at risk continue to face serious

violations of their basic human rights;

Deeply disturbed by the growing trend by various State Parties across

Africa towards criminalisation and mandatory testing of PLHIV which leads

to greater stigmatisation and discrimination;

DECIDES to establish a Committee on the Protection of PLHIV and Those at

Risk for a period of 2 years with the following mandate:

* To seek, request, receive, analyse and respond to reliable information

from credible sources including individuals, community-based

organisations, non-governmental organisations, specialised agencies,

inter-governmental organisations, and State Parties, on the situation and

rights of PLHIV and those at risk;

* To undertake fact-finding missions, where necessary, to investigate,

verify and make conclusions and recommendations regarding allegations of

human rights violations;

* To engage State Parties and non-state actors on their responsibilities

to respect the rights of people living with HIV and those proven to be

vulnerable to these infections;

* To engage State Parties on their responsibilities to respect, protect

and fulfil the rights of people living with HIV and those at risk;

* To recommend concrete and effective strategies to better protect the

rights of people living with HIV and those at risk;

* To integrate a gender perspective and give special attention to persons

belonging to vulnerable groups, including women, children, sex workers,

migrants, men having sex with men, intravenous drugs users and prisoners;

and

* To report regularly to the African Commission on Human and Peoples™

Rights.

Liaises with: Member-organizations of AGN

Location: The coordinator will preferably be based within one of the AGN member organizations, but other locations may be considered.

Specific Responsibilities

Working under the supervision of the Chairperson and Co-Chairperson of the steering committee of the AGN, the consultant will provide dynamic coordination of the network. Specifically, he/she will:

• Efficiently manage and coordinate the core activities of the AGN, which include research and publications on philanthropy in Africa, advocacy for an enabling policy environment, peer learning and exchanges, workshops and convenings, and other membership services.

• Take initiative in developing and implementing innovative ideas and plans to enlarge and sustain the network.

• Develop and implement plans for raising the visibility of the AGN as well as building broad support for it.

• Prepare reports and serve as rapporteur at steering committee meetings.

• Work with the steering committee to build and strengthen collaborations between the AGN on one hand and philanthropy networks, forums and organizations elsewhere in the world on the other.

Qualifications and Skills

• Degree and at least 5 years of experience in philanthropy, outreach, and network building.

• Proven experience of managing membership organizations and networks.

• Good understanding of international development work

• Proven ability to function independently, take initiative and manage multiple tasks simultaneously, with prompt follow-through, careful attention to detail and an ability to meet deadlines.

• Excellent computer skills and knowledge of Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and other fundraising tools.
• Strong public-speaking skills, fluency in English and French (oral and written), and excellent knowledge of communication and advocacy strategies.

• Sound judgment and commitment to AGN’s core values of collaboration, accountability and efficiency.

Background on the African Grantmakers’ Network

 

The Africa Grantmakers’ Network (AGN) was established in July 2009 in Accra, Ghana, as a collective of African grantmaking institutions. The main goals of the AGN are to:Serve as a platform for peer learning and good practice to enhance good standards and practices.

1. Amplify local voices in development discourse and African perspectives in global platforms.
2. Reinforce the tradition of African philanthropy.
3. Advocate for long-term and sustainable support, including investments and endowments for African philanthropic institutions.Serve as a reference point for Africans in the Diaspora and affirmation of the identity of African philanthropic institutions.

This forum is being held to facilitate a dialogue on women’s rights with movie producers and writers, and establish a Gender Dialogue with the `Nollywood’ sector in Nigeria. In order to further promote gender equality and women’s empowerment, there is a need for women’s rights organisations to adopt strategies that can target a mass base of the population if perceptions, behaviours and attitudes are to be influenced. This activity is a crucial component of AWDF’s Popular Culture Project, which is supported by the MDG3 Fund.

According to AWDF’s Executive Director, Bisi Adeleye-Fayemi ‘The African Women in Film Forum will bring together a number of prominent African filmmakers, writers and creatives including Professor Abena Busia, Tsitsi Dangaremba and Akin Omotoso to start a gender dialogue on how we can reclaim popular culture to promote gender equality and women’s empowerment’.

Selon le directeur exécutif de l’AWDF, Bisi Adeleye-Fayemi «Les femmes africaines dans Film Forum rassemblera un certain nombre d’éminents africains cinéastes, écrivains et créateurs, dont le Professeur Abena Busia, Tsitsi Dangaremba et Akin Omotoso d’entamer un dialogue entre les sexes sur la façon dont nous pouvons récupérer la culture populaire pour promouvoir l’égalité des sexes et l’autonomisation des femmes ».

 

 

Le Fonds Africain de Développement de la Femme (AWDF) est une fondation d’octroi de subventions qui soutient des organisations locales, nationales et régionales en Afrique travaillent à l’autonomisation des femmes. AWDF à travers le renforcement des capacités institutionnelles et le développement de programme vise à construire une culture de l’apprentissage et des partenariats au sein du mouvement des femmes africaines.

 

La vision de AWDF est pour les femmes africaines de vivre dans un monde dans lequel il ya la justice sociale, l’égalité et le respect des droits humains des femmes. À cette fin, notre mission est de mobiliser des ressources financières pour soutenir les initiatives locales, nationales et régionales dirigées par des femmes, ce qui mènera à la réalisation de cette vision.
