style=\"margin-bottom: 0in;\" align=\"CENTER\"><span style=\"font-size: medium;\"><strong>Beijing +15 Review<\/strong><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"CENTER\"><span lang=\"en-GB\"><strong>November 16, 2009<\/strong><\/span><span lang=\"en-GB\"><strong>, Banjul, The Gambia<\/strong><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">We<\/span><span lang=\"en-GB\">, the representatives of civil society organisations addressing women\u2019s and human rights issues across Africa, <\/span><span lang=\"en-GB\"><strong>meeting<\/strong><\/span> <span lang=\"en-GB\"><strong>in the margins of the 8<\/strong><\/span><sup><span lang=\"en-GB\"><strong>th<\/strong><\/span><\/sup><span lang=\"en-GB\"><strong> Africa Regional Conference on Women (Beijing +15) on November 15 and 16, 2009 in Banjul, The Gambia;<\/strong><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Having assembled<\/span> <span lang=\"en-GB\">to deliberate on the progress in implementing the Beijing Declaration and Platform for Action in Africa since the last review (Beijing +10), to validate the Africa Regional NGO Shadow Report on Beijing +15 which incorporates national and sub-regional reviews from women\u2019s civil society organisations and networks;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\"><strong>Recognizing <\/strong><\/span><span lang=\"en-GB\">that the Beijing +15 Review process is taking place at a time of both great opportunities and challenges for African women in the realization of their civil, political, social, economic and cultural rights;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\"><strong>Considering <\/strong><\/span><span lang=\"en-GB\"><span style=\"text-decoration: underline;\"><strong>WITH GREAT CONCERN<\/strong><\/span><\/span><span lang=\"en-GB\"> that although the process of implementation of Beijing Platform for Action over the last 15 years has utilized significant resources, progress remains minimal, slow and fragmented, and has not resulted in fundamental changes in the lives of the majority of women in Africa;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\"><strong>Noting that<\/strong><\/span><span lang=\"en-GB\"> the implementation of the Beijing Platform for Action and human rights instruments that reinforce its provisions such as Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Protocol on the Rights of women in Africa involves a range of stakeholders, the primary responsibility rests with member states of the African Union;<\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\"><strong>Further noting<\/strong><\/span><span lang=\"en-GB\"> that the Beijing commitments have been repeatedly articulated as human rights guarantees which states parties are obligated to protect, promote and fulfil to the fullest extent possible, and that this requires visible and consistent political will and resources in order to deliver on this agenda; <\/span><\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\"><strong>We therefore <\/strong><\/span><span lang=\"en-GB\">highlight the following actions among others, specified in the Beijing +15 Africa NGO Shadow Report as an urgent <\/span><span lang=\"en-GB\"><strong>Call on African Governments<\/strong><\/span><span lang=\"en-GB\"> to accelerate the implementation of the Beijing Platform for Action over the next 5 years;<\/span><\/span><\/p>\n<ol>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Ensure universal ratification of the African Union Protocol on Women\u2019s Rights, CEDAW and its Optional Protocol, as an indication of their political commitment to the human rights standards and urgently domesticate in full the instruments on women\u2019s rights to provide a legal basis for protecting, fulfilling and enforcing provisions on women\u2019s social and economic rights in particular;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Accelerate implementation of the Beijing Platform for Action and all women\u2019s rights commitments through a multi &#8211; sectoral approach, that States committed to in Beijing in 1995, by the end of the first three years of the Africa Women\u2019s Decade;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Ensure that structures established to lead the gender equality and women\u2019s empowerment agenda have adequate resources as an indication of member states\u2019 political commitment to women\u2019s advancement;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">R<\/span><span lang=\"en-GB\">atify the African Union Charter on Democracy, Elections and Governance, harmonize the electoral laws and democratic structures with its provisions and consistently implement the African Union gender parity commitments at national and local governance levels by 2015;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Ensure that electoral and policy reforms are fully implemented to guarantee women\u2019s full and effective participation in leadership and decision-making in terms of equal representation, participation in political parties and as key stakeholders in the democrat<\/span><span lang=\"en-GB\">ic processes of their countries;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\">Allocate funds from the African Union Women\u2019s Fund for training and education programmes for women politicians aspiring for elected positions as a priority to enhance their capacities to effectively participate in and influence decision making processes.<\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">E<\/span><span lang=\"en-GB\">nact Freedom of Information legislation in line with internationally accepted human rights principles and standards in order to guarantee citizens\u2019 access to critical information particularly to African women, to facilitate their full and effective participation in governance, democratic processes and development.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">U<\/span><span lang=\"en-GB\">rgently implement their commitments to change attitudes and practices that negatively impact on the protection, promotion and fulfilment of women\u2019s rights by using the media among others, as a powerful tool for building public and targeted awareness and education on women\u2019s rights and advancement.<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Meet<\/span><span lang=\"en-GB\"> their reporting requirements on progress made towards gender equality in Africa and where there is non compliance we call upon the African Union to institute additional mechanisms for ensuring accountability under the Protocol on the Rights of women (2003) and the Solemn Declaration on Gender Equality in Africa (2004).<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Address<\/span><span lang=\"en-GB\"> the burning issue of impunity in Africa with regard to violations of human rights of African citizens, particularly violence against women and children in conflict situations, and ensure fulfilments of commitments to the protection of women and children from all forms of violence;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Ensure that member states prioritise women\u2019s health<\/span><span lang=\"en-GB\"> as a human rights issue, particularly maternal, sexual and reproductive health, as a critical component of sustainable development in Africa, and intensify actions to reduce the feminisation of HIV\/AIDS;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Take <\/span><span lang=\"en-GB\">deliberate efforts to nominate female candidates for the position of Chairperson of the African Union Commission as a sign of equal sharing of leadership and responsibilities for delivering on the development agenda in Africa;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Invest in women\u2019s education with particular attention to science and technology training, to ensure that African women benefit from the changing global technology framework;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Build the capacity of rural women in agriculture and strengthen women\u2019s land rights as part of the process of implementing the New Partnership for Africa\u2019s Development Comprehensive Africa Agricultural Development Programme (CAADP) and the AU Land Policy Framework and Guidelines;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Invest in research on climate change in Africa and its implications for women, and address gender dimensions with respect to mitigation, adaptability, response and compensation mechanisms. Invest in research and technology on clean and renewable energy sources ensuring gender analysis is integrated;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Desist from engaging in bilateral and international trade and economic agreements that undermine the regional integration process and impact negatively on women\u2019s rights and advancement;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Invest in women\u2019s entrepreneurship for effective economic empowerment and eliminate barriers to women starting business<\/span><span lang=\"en-GB\">es and small\/medium enterprises and commit sufficient resources to infrastructural development that facilitates trade within countries and across borders in the region; and<\/span><\/span><\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\"><span lang=\"en-GB\">Ensure that gender equality is incorporated in all planning and budgeting processes at different levels<\/span><span lang=\"en-GB\">, and the deliberate development of sex disaggregated data and gender sensitive indicators, as one of the ways to guarantee effective implementation of all the Beijing commitments and as a strategy for promoting, protecting and fulfilling African women\u2019s right to development.<\/span><\/span><\/p>\n<\/li>\n<\/ol>\n<\/span><\/p>\n<p style=\"text-align: center;\"><strong>D\u00e9claration de r\u00e9union consultative des ONG des femmes d&#8217;Afrique<\/strong><br \/>\n<strong>Beijing +15 examen<\/strong><br \/>\n<strong>16 novembre 2009, Banjul, Gambie<\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Nous, les repr\u00e9sentants des organisations de la soci\u00e9t\u00e9 civile portant sur les femmes et de droits humains \u00e0 travers l&#8217;Afrique, les questions r\u00e9union en marge de la <strong>8e Conf\u00e9rence r\u00e9gionale africaine sur les femmes (P\u00e9kin + 15) le 15 Novembre et 16, 2009 \u00e0 Banjul, Gambie;<\/strong><\/span><\/p>\n<p style=\"text-align: left;\">\nAyant assembl\u00e9 pour d\u00e9lib\u00e9rer sur les progr\u00e8s r\u00e9alis\u00e9s dans la mise en \u0153uvre de la D\u00e9claration de Beijing et du Programme d&#8217;action en Afrique depuis le dernier examen (Beijing +10), pour valider le rapport des ONG Ombre r\u00e9gional pour l&#8217;Afrique sur Beijing +15 qui int\u00e8gre les examens nationaux et sous-r\u00e9gionaux de femmes organisations de la soci\u00e9t\u00e9 civile et des r\u00e9seaux;<\/span><\/p>\n<p style=\"text-align: left;\">\n<strong>Reconnaissant<\/strong> que le processus d&#8217;examen de Beijing +15 se d\u00e9roule \u00e0 un moment des deux grandes opportunit\u00e9s et de d\u00e9fis pour les femmes africaines dans la r\u00e9alisation de leurs droits civils, politiques, sociaux, \u00e9conomiques et culturels;<\/span><\/p>\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\">\n<p style=\"margin-bottom: 0in;\" align=\"JUSTIFY\">\n<strong>Consid\u00e9rant <span style=\"text-decoration: underline;\">avec une grande pr\u00e9occupation<\/span><\/strong> que, bien que le processus de mise en \u0153uvre de la Plate-forme d&#8217;action de Beijing au cours des 15 derni\u00e8res ann\u00e9es, a utilis\u00e9 d&#8217;importantes ressources, le progr\u00e8s reste minime, lent et fragment\u00e9 et n&#8217;a pas donn\u00e9 lieu \u00e0 des changements fondamentaux dans la vie de la majorit\u00e9 des femmes en Afrique ;<\/span><\/p>\n<p style=\"text-align: left;\">\n<strong>Notant que<\/strong> la mise en \u0153uvre de la Plateforme d&#8217;action de Beijing et des instruments des droits humains qui renforcent ses dispositions telles que la Convention sur l&#8217;\u00e9limination de toutes les formes de discrimination \u00e0 l&#8217;\u00e9gard des femmes (CEDAW) et le Protocole sur les droits des femmes en Afrique implique un \u00e9ventail de parties prenantes, la responsabilit\u00e9 principale incombe aux \u00c9tats membres de l&#8217;Union africaine;<\/span><\/p>\n<p style=\"text-align: left;\">\n<strong>Notant en outre<\/strong> que les engagements pris \u00e0 Beijing ont \u00e9t\u00e9 \u00e0 plusieurs reprises articul\u00e9 comme les garanties des droits de l&#8217;homme que les \u00c9tats parties sont tenus de prot\u00e9ger, promouvoir et r\u00e9aliser, dans toute la mesure du possible, et que cela exige une volont\u00e9 politique et des ressources visible et coh\u00e9rente afin de livrer sur ce programme;<\/span><\/p>\n<p style=\"text-align: left;\">\n<strong>Nous soulignons en cons\u00e9quence<\/strong> les mesures suivantes, entre autres, pr\u00e9cis\u00e9s dans le Rapport P\u00e9kin +15 Afrique ONG Ombre comme <strong>un appel urgent aux gouvernements africains<\/strong> pour acc\u00e9l\u00e9rer la mise en \u0153uvre du Programme d&#8217;action de Beijing au cours des 5 prochaines ann\u00e9es;<\/span><\/p>\n<p style=\"text-align: left;\">\n1. Assurer la ratification universelle du Protocole de l&#8217;Union africaine sur les droits des femmes, la CEDAW et son Protocole facultatif, comme une indication de leur engagement politique aux normes des droits de l&#8217;homme et domestiquer urgence pleinement les instruments sur les droits des femmes \u00e0 fournir une base juridique pour la protection, l&#8217;accomplissement et l&#8217;application des dispositions sur les droits sociaux et \u00e9conomiques des femmes en particulier;<\/span><\/p>\n<p style=\"text-align: left;\">\n2. Acc\u00e9l\u00e9rer la mise en \u0153uvre de la Plateforme d&#8217;action de Beijing et des engagements de toutes les femmes de l&#8217;homme \u00e0 travers une approche multi &#8211; sectorielles, que les \u00c9tats engag\u00e9 \u00e0 Beijing en 1995, \u00e0 la fin des trois premi\u00e8res ann\u00e9es de la D\u00e9cennie de la Femme en Afrique;<\/span><\/p>\n<p style=\"text-align: left;\">\n3. Veiller \u00e0 ce que les structures mises en place pour mener l&#8217;\u00e9galit\u00e9 des sexes et l&#8217;ordre du jour de l&#8217;\u00e9mancipation des femmes disposent de ressources suffisantes comme une indication de l&#8217;engagement politique des Etats membres de la promotion de la femme;<\/span><\/p>\n<p style=\"text-align: left;\">\n4. Ratifier la Charte de l&#8217;Union africaine sur la d\u00e9mocratie, les \u00e9lections et la gouvernance, d&#8217;harmoniser les lois \u00e9lectorales et les structures d\u00e9mocratiques \u00e0 ses dispositions et mettre en \u0153uvre les engagements de parit\u00e9 entre les sexes de l&#8217;Union africaine aux niveaux de gouvernance nationales et locales d&#8217;ici 2015 de mani\u00e8re coh\u00e9rente;<\/span><\/p>\n<p style=\"text-align: left;\">\n5. Veiller \u00e0 ce que les r\u00e9formes \u00e9lectorales et politiques sont pleinement mises en \u0153uvre pour garantir la participation pleine et effective des femmes dans le leadership et la prise de d\u00e9cision en termes de repr\u00e9sentation \u00e9gale, la participation \u00e0 des partis politiques et que les principales parties prenantes dans les processus d\u00e9mocratiques de leur pays;<\/span><\/p>\n<p style=\"text-align: left;\">\n6. Allouer des fonds du Fonds pour les femmes de l&#8217;Union africaine pour les programmes de formation et d&#8217;\u00e9ducation pour les femmes politiques qui aspirent \u00e0 des postes \u00e9lectifs comme une priorit\u00e9 afin d&#8217;am\u00e9liorer leurs capacit\u00e9s \u00e0 participer efficacement \u00e0 l&#8217;influence et les processus d\u00e9cisionnels.<\/span><\/p>\n<p style=\"text-align: left;\">\n7. Promulguer la libert\u00e9 de la l\u00e9gislation de l&#8217;information en ligne avec les principes internationalement accept\u00e9s et les normes des droits humains afin de garantir l&#8217;acc\u00e8s des citoyens \u00e0 l&#8217;information critique en particulier aux femmes africaines, afin de faciliter leur participation pleine et effective \u00e0 la gouvernance, les processus d\u00e9mocratiques et de d\u00e9veloppement.<\/span><\/p>\n<p style=\"text-align: left;\">\n8. Mettre en \u0153uvre de toute urgence leurs engagements \u00e0 changer les attitudes et les pratiques qui ont un impact n\u00e9gatif sur la protection, la promotion et la r\u00e9alisation des droits des femmes en utilisant les m\u00e9dias, entre autres, comme un outil puissant pour sensibiliser le public et cibl\u00e9e et de l&#8217;\u00e9ducation sur les droits et la promotion des femmes.<\/span><\/p>\n<p style=\"text-align: left;\">\n9.\u00c0 r\u00e9pondre \u00e0 leurs exigences en mati\u00e8re de rapports sur les progr\u00e8s r\u00e9alis\u00e9s vers l&#8217;\u00e9galit\u00e9 des sexes en Afrique et o\u00f9 il ya non-conformit\u00e9, nous appelons l&#8217;Union africaine d&#8217;instituer des m\u00e9canismes suppl\u00e9mentaires pour assurer la responsabilit\u00e9 en vertu du Protocole sur les droits des femmes (2003) et la D\u00e9claration solennelle sur l&#8217;\u00e9galit\u00e9 des sexes dans Afrique (2004).<\/span><\/p>\n<p style=\"text-align: left;\">\n10. Aborder la question br\u00fblante de l&#8217;impunit\u00e9 en Afrique en ce qui concerne les violations des droits humains des citoyens africains, en particulier la violence contre les femmes et les enfants dans les situations de conflit, et d&#8217;assurer les accomplissements des engagements \u00e0 la protection des femmes et des enfants contre toutes les formes de violence;<\/span><\/p>\n<p style=\"text-align: left;\">\n11. Veiller \u00e0 ce que les Etats membres privil\u00e9gient la sant\u00e9 des femmes comme une question de droits humains, en particulier maternelle, sexuelle et la sant\u00e9 g\u00e9n\u00e9sique, en tant que composante essentielle du d\u00e9veloppement durable en Afrique, et d&#8217;intensifier les actions pour r\u00e9duire la f\u00e9minisation du VIH \/ sida;<\/span><\/p>\n<p style=\"text-align: left;\">\n12. Prenez des efforts d\u00e9lib\u00e9r\u00e9s pour nommer des candidats f\u00e9minins pour le poste de Pr\u00e9sident de la Commission de l&#8217;Union africaine comme un signe de partage \u00e9gal des responsabilit\u00e9s de leadership et pour d\u00e9livrer sur l&#8217;agenda du d\u00e9veloppement en Afrique;<\/span><\/p>\n<p style=\"text-align: left;\">\n13. Investir dans l&#8217;\u00e9ducation des femmes avec une attention particuli\u00e8re \u00e0 la formation de la science et de la technologie, afin d&#8217;assurer que les femmes africaines b\u00e9n\u00e9ficient du cadre technologique mondial en mutation;<\/span><\/p>\n<p style=\"text-align: left;\">\n14. Renforcer les capacit\u00e9s des femmes rurales dans l&#8217;agriculture et renforcer les droits fonciers des femmes dans le cadre du processus de mise en \u0153uvre du Nouveau partenariat pour le d\u00e9veloppement int\u00e9gr\u00e9 de l&#8217;agriculture africaine du d\u00e9veloppement des programmes de l&#8217;Afrique (PDDAA) et le Cadre de politique fonci\u00e8re de l&#8217;UA et des lignes directrices;<\/span><\/p>\n<p style=\"text-align: left;\">\n15. Investir dans la recherche sur le changement climatique en Afrique et ses implications pour les femmes, et de traiter les dimensions de genre par rapport aux m\u00e9canismes d&#8217;att\u00e9nuation, d&#8217;adaptation, de r\u00e9ponse et de compensation. Investir dans la recherche et de la technologie sur les sources d&#8217;\u00e9nergie propres et renouvelables assurant l&#8217;analyse de genre est int\u00e9gr\u00e9e;<\/span><\/p>\n<p style=\"text-align: left;\">\n16.
